    Resident Advisor - Governance and Anti-Corruption - METAC (LEGGA) IMF Work for the IMF. Work for the World. The Legal Department (LEG) of the IMF, and the IMF’s Middle East Regional Technical Assistance Center (METAC), plan to install a Governance and Anti-Corruption Long-Term Resident Advisor (GAC LTRA) based in Beirut, Lebanon. The GAC LTRA will provide expert advice and technical assistance in governance, rule of law, and anti-corruption in 14 jurisdictions (Afghanistan, Algeria, Djibouti, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Sudan, Syria, Tunisia, West Bank & Gaza, and Yemen) covered by the Center. The GAC LTRA will provide support by leading the development and implementation of strategies, tools, and recommendations aimed at strengthening governance, rule of law and combating corruption, including through integrated strategies that engage with LTRAs working on fiscal governance, financial sector, and Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT). The GAC LTRA’s initial appointment would be for a period of one year with the possibility for extension up to two additional years, contingent on performance, available budget, and business need. Duties And Responsibilities The LTRA will have the following duties and responsibilities: Provide expert advice to key stakeholders on governance, rule of law, and anti-corruption, in response to authorities’ demand. Contribute to strategic discussions on governance, rule of law, and anti-corruption reform. Contribute and lead technical assistance related to the design, implementation, and monitoring of anti-corruption policies and laws, consistent with international standards and good practices. Advise on the development and institutionalization of anti-corruption legislation and frameworks. Contribute to the design and delivery of training and capacity-building programs on anti-corruption. Collaborate with public financial management, financial sector, and AML/CFT LTRAs in METAC to integrate anti-corruption measures into these areas and ensure anti-corruption strategies are aligned with broader governance reforms. Manage and backstop missions by short-term experts, as needed. Participate in technical meetings, workshops, and dialogues, contributing to the regional exchange of knowledge and lessons learned. Contribute to the development of reports prepared for the METAC Steering Committee, as well as to other publications and outreach activities that promote METAC and LEG’s CD program and provide visibility for development partners contributing to METAC. Support the documentation of success stories, best practices, and lessons learned for dissemination to regional and international audiences. The GAC LTRA shall a pply IMF standards and policies in documenting CD activities, and monitor the implementation and evaluation of CD activities in the IMF Capacity Development Management and Administration Program (CDMAP) system. The GAC LTRA will work under the general direction of the METAC Director and will report to LEG staff in Washington DC on technical and substantive issues, as well as on contractual arrangements . He/she should expect to travel within the region and to interact frequently with country authorities, including remotely. Qualifications The LTRA should have: Relevant academic background, including an advanced degree (Master's or PhD) in law, economics, finance, international relations, political science, business administration, governance, financial sector issues or a related field. Proven expert knowledge in governance, rule of law, and anti-corruption, demonstrated by at least six years of relevant professional experience (10 years of experience is preferred). Excellent oral and written communication skills in English. French and in particular Arabic language skills are highly desirable. Robust understanding of IMF mandate, policies, and practices. Strong relationship management, negotiating and influencing skills, as developing relations with national authorities is critical for the position. An ability to organize and coordinate capacity development support (technical assistance and training) with the relevant IMF Departments, short-term experts, and with other international institutions and bilateral agencies is also essential. Strong drive for results with the ability to work on various projects under tight deadlines. Demonstrated expertise in designing, implementing, and advising on anti-corruption policies and systems. Familiarity with the international anti-corruption frameworks and conventions. Experience in capacity building, training, and providing technical assistance. Excellent analytical, problem-solving, and strategic thinking skills. Strong communication and writing skills, with the ability to produce high-quality reports and presentations. The advisor is expected to be appointed for an initial period of 1 year (contractual appointment), with possible extensions dependent upon availability of funding, continued business needs, demand and satisfactory performance. Then DIGNITY can offer you an exciting opportunity, as we have a vacant position as senior legal advisor in our department for Prevention and Accountability (P&A). Since 1982, DIGNITY has worked for a world free of torture and violence. We are a human rights and development organization that also runs a rehabilitation clinic in Denmark. We prevent torture and violence, treat traumatized victims, and document serious human rights violations so that those responsible can be held accountable. In our P&A department, we have gathered our work on advisory and advocacy on torture and human rights. Here, we have a particular focus on strategic and knowledge development as well as consultancy and capacity building of DIGNITY's international partners within torture prevention, documentation, accountability, and advocacy. The department has approx. 15 legal and healthcare employees and a smaller number of associated consultants. The department is managed by the head of department and the deputy head. About the position As legal advisor your core responsibilities will include: Working closely with DIGNITY’s partner organisations on the documentation of torture and related violations of international criminal law (ICL) and international humanitarian law (IHL). Building capacity and advising DIGNITY and its partners in such documentation, including collection, recording, preservation and storage of relevant information and evidence with a view to informing submissions to accountability bodies. Assessing the quality and sufficiency of the evidentiary materials collected through DIGNITY and partners’ accountability projects. Supporting case-building in national criminal proceedings and before international human rights mechanisms. Drafting and reviewing submissions to national, regional and international human rights and accountability bodies. Drafting advocacy reports and undertaking advocacy in relation to United Nations and regional human rights mechanisms. The position is expected to include up to 45 days of travel abroad per year. CETEx focuses on leveraging, strengthening and amplifying research, as well as developing well targeted policy analysis and other outputs by convening policymakers and providing technical support, assistance and capacity-building. This new centre will support the reforms necessary to deliver sustainable, inclusive and resilient economies and financial systems across Europe and selected emerging market economies. The centre will recruit, host, and convene leading experts and stakeholders from academia, central banks, supervisors, finance and economic ministries, and international organisations to work together, develop tailored policy proposals and recommendations, and publish high-quality research and policy outputs. The postholder will lead an ambitious programme that provides research and technical support to monetary or fiscal policymakers in India, with the opportunity to work in other emerging markets and developing economies (EMDEs). The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the Agency has been regularly present since 2006 through series of technical assistance projects. Expertise France in Ukraine The MEAE has financed in 2023 Expertise France with an envelope of €14.5 million to position French technical cooperation and respond to Ukraine’s short, medium and long-term needs. This facility, entitled mAIDan Ukraine, finances and co-finances technical assistance projects to support Ukrainian authorities in preparing for reconstruction and the European accession process. The ongoing other projects in Ukraine include: the EU-funded Project Pravo-Justice which promotes greater rule of law in Ukraine, in line with European standards and comparative practices; L’Initiative supports beneficiary countries to design, implement, monitor, and evaluate funding allocated by the Global Fund to Fight HIV, Tuberculosis and Malaria. The Emergency Fund for Ukraine against TB & HIV started in December 2022 with a commitment of €7.2 million; the “ Stiykist ” (resilience) project aims to contribute to social transformation and resilience in Ukraine by strengthening the capacities of national, regional and local institutions in the field of vocational training and social services, with a particular focus on the social inclusion of the most vulnerable; the Technical Support of the State Audit Service project which aims to mobilize French and national technical expertise to help bringing Ukrainian legislation into line with the acquis communautaire, particularly in terms of protecting the EU’s financial interests and supporting the SAS in its role of inspecting and monitoring the use of reconstruction funds. Expertise France’s Health Programme As part of France’s strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)’s Crisis Center (CDCS) has financed €16 million over 24 months to the APPUI Health Project from 2024 to 2025. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations’ access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine. The REHAB project, funded by the French Development Agency (l’AFD) for €5 million over 24 months, from 2025 to 2026 aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities.     Senior Trade Officer - Financial, Professional and Business Services Department of Business and Trade (DBT) Main Purpose of Job: The Department of Business and Trade (DBT) is recruiting a Senior Trade Officer to support UK firms in the financial, professional and business services (FPBS) sectors to successfully export to the Japanese market either by selling their services directly to Japan or by entering and growing their presence in the market. Financial services is the UK’s largest exporting sector to Japan followed by professional and business services, and the FPBS team is responsible for identifying and creating opportunities within these sectors for UK companies to succeed. The team also works to support broader UK government priorities in these sectors including around market shaping, market barrier resolution, policy alignment, capital investment and foreign direct investment into the UK. This position requires a good understanding of the Japanese financial services sector, with knowledge of professional services, international trade, and capital investment also very helpful. What the Jobholder will be Expected to Achieve: Work alongside Head of FPBS on the development, outline and execution of a strategy for supporting UK exports in the financial services sector, with a particular focus on asset management, that incorporates and aligns with wider UK Government priorities. Develop and manage relationships with key UK and Japanese stakeholders in the financial services industry to deliver the strategy. This will include working jointly with the Foreign Direct Investment Team expanding our Japanese institutional investor networks to help encourage new and increased investment mandates to UK asset managers and capital investment to UK projects. Work with Head of FPBS to develop a wider strategy for professional and business services that will encourage more UK firms to grow and export to Japan. Lead on events and activities that will help the delivery of the two strategies. Identify market access issues across the FPBS sectors which present challenges for UK companies to do business. Bring together teams across UK Government to develop a strategy to identify routes to resolve and simplify these issues. Work closely with the Foreign Direct Investment Team to support their objectives of encouraging capital investment into the UK, and the Japan Network Economic Diplomacy Directorate teams to support policy initiatives relevant to the FPBS sectors, and contribute to the organisation of relevant policy dialogues (Financial Regulatory Forum, Financial Dialogue, Business and Services Committee) and (Law Society, Lord Mayor of the City of London, Governor of Bank of England, CEO of Financial Conduit Authority) Collaborate with DBT internal and external partners and stakeholders across FPBS sectors to ensure a consistent and coordinated approach across the Japan Network and UK Government.
