Job Description

The role of the Director of Programmes is to conceptualise, lead and oversee the programmatic work of the organisation, to supervise the Programmes Team staff and to strategically develop ILGA World’s programmatic work in collaboration with the Executive Director. The Director of Programmes covers the whole programmatic breadth of the organisation and our movements and supervises staff divided currently into four areas:

  • UN Programme (3 members of staff)

  • GIESC Programme (3 members of staff)

  • Research (one staff person and a team of consultants)

  • Projects (in development)

The Programmes Team is at a pivotal moment of both change and growth, and the Director of Programmes will be the key figure in accompanying the organisation and the team in those processes from a programmatic and managerial point of view. By the end of 2021 the Programmes Team will have grown from 5 members of staff (including the Director of Programmes) to 8 members of staff and will reach a size of at least 10 staff by the end of 2022, adding a whole new area of work (projects) and extending the programmatic scope of all programmes.

The Director of Programmes will work with the Executive Director and the Programmes Team Managers to ensure to find ways so that the work ILGA programmatic staff is committed to deliver and will be adequately resourced. This includes several areas of new work that ILGA World has taken on - including projects on Sports, Business, Workplace & LGBTI Equality, Global Decriminalisation by 2030 and Youth.

Middle management has just been introduced to the Programmes Team and will be fully implemented and solidified in the first half of 2022. The Director of Programmes has a key role in building the structure and support for the growing team, including supporting these middle managers.

In addition, the Director of Programmes will be responsible to oversee and deliver the programme of the upcoming 30th World Conference that will be held in LA, Long Beach in May 2022.

ILGA World’s programmatic work is highly collaborative, interconnected, and intersectional. In our work we seek to connect SOGIESC and feminist issues, empower LGBTI activists and organisations, and convene our communities to strengthen their voice in global human rights advocacy and debates.

The successful candidate therefore needs to have the ability to skilfully navigate the global LGBTI activist community and international diplomatic spaces alike, is a respected leader in our communities, has demonstrated management and staff supervision experience and proven ability to develop SOGIESC programmatic work strategically. Being able to offer a solid feminist analysis of SOGIESC issues is a benefit.

Role and Responsibilities

The Director of Programmes leads and develops the programmatic work of ILGA World, manages the Programmes Team and is part of the senior management of ILGA World. Their responsibilities include the following:

Programmatic responsibilities

  • Be the lead on ILGA World’s programmatic work

  • Develop and broaden the organisation’s approach to SOGIESC issues globally

  • Be an international advocate for of the rights of LGBTI persons

  • Establish and nurture key relationships with partners, including other civil society organizations, governments, ILGA World’s regions and committees

  • Support and advise the Executive Director in matters related to the programmatic work of ILGA World, LGBTI movement dynamics, SOGIESC issues and priorities

  • Represent ILGA World in public spaces in close collaboration with the ED

  • Attend conferences, seminars, and meetings on behalf of ILGA World

  • Support and develop linkages between different parts of ILGA’s programmatic work

  • Oversee and develop the programme at ILGA World conferences, in particular the 30th World Conference in May 2022

Organisational development, staff supervision and management

  • Supervise the Programmes Team staff, interns and consultants delivering ILGA World’s programmatic work

  • Develop and grow the Programmes Team; this includes to strengthen and develop internal processes that reflect the enhanced needs of a growing team

  • Plan, manage and implement the overall workplan and budget of ILGA World’s Programmes under ILGA World’s Strategic Plan, as supported by the Operations team and in collaboration with the Executive Director

  • Manage and/or oversee projects that fall withing the remit of the Programmatic work of the organisation

  • Support the Executive Director in fundraising for the organisation

  • Work with the Executive Director and Director of Finance and Administration to provide management leadership within ILGA by participating in ILGA World’s Senior Management Team

Other duties and obligations

  • Facilitate internal cooperation with the operations and finance team

  • Work as part of the ILGA staff team to achieve agreed goals and objectives

  • Actively participate as a member of the wider ILGA team with other employees, volunteers, and board members, to promote and achieve ILGA’s objectives

  • Ensure that all activities are carried out with full regard to ILGA's policies on diversity and equal opportunities

  • Ensure compliance with such laws and regulations as may be applicable

  • Undertake all duties in compliance with applicable health and safety regulations and legislation

  • Undertake other duties that may be reasonably required from time to time

Experience, Skills and Qualifications 

The successful candidate should be strongly committed to working for human rights and equality, and have competencies and demonstrated experience in the following areas:

Technical requirements:

  • Ability to conceptualise, oversee and implement complex, intersectional, global advocacy, and policy work

  • Strategic and in-depth understanding of SOGIESC issues

  • Sensitivity and wisdom in navigating the complex politics around LGBTI issues, both within and outside the movement

  • A strong commitment to the rights and dignity of LGBTI persons

  • An understanding of how to approach intersectional work, to eliminate all intersecting forms of oppression, stigma, and discrimination

  • The ability to manage complex SOGIESC community dynamics and a bridge builder to other human rights and social justice movements.

Managerial requirements

  • A strategist: proposing, implementing, and prioritizing work in uncertain, fast-paced, stressful, and evolving environments

  • A thoughtful decision-maker: solving complex problems and confidently make decisions under time pressure often with a lack of available information.

  • A collaborative team-leader: supporting, developing, and motivating a diverse and international team in their work and including them in decision making as appropriate. Demonstrated experience in supervising staff or interns is an asset.

  • A pragmatic implementer: understanding the financial, workload and other implications of decisions-taking and experience with planning, implementing, and monitoring budgets

Leadership requirements

  • A respected leader in the LGBTI+ and/or other human rights movements

  • A team-player and collaborative leader, who has the ability to lead a diverse team of activists

  • An organisation-wide perspective holder

  • A respected feminist, who is able to think, strategize and deliver on an intersectional feminist agenda

Other requirements

  • Direct experience of working in Global South contexts

  • At least five years of experience in supervising a staff team and managing programmes

  • Availability for international travel related to the implementation of the programmes

  • Excellent oral and written communication skills

  • A team player, contributing to the work of ILGA World as a whole

  • Fluent English, both written and oral. Fluency in Spanish and French are also highly desirable. Other languages, especially UN languages, are an asset.
