Job Description

Established on 1 January 1999, the ASEAN Centre for Energy (ACE) is an intergovernmental organisation within the ASEAN structure that represents the interest of the 10 ASEAN Member States (AMS) in the energy sector. The Centre serves as think tank, catalyst, and knowledge hub within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the economic growth and the environmental sustainability of the region. 


Part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025. 


ASEAN Power Grid is on the Programme Area under the APAEC. The Heads of ASEAN Power Utilities and Authorities (HAPUA) sets to expand regional multilateral electricity trading, strengthen grid resilience and modernisation, and promote clean and renewable energy integration. 


ACE is supporting HAPUA to implement various Outcome-based Strategies and Action Plans for ASEAN Power Grid, including through a number of cross-border interconnectivity projects. 


To support the activities, ACE is seeking an Associate Senior Officer (ASO) to support the specific project deliverables. This position is located in the Power, Fossil Fuel, Alternative Energy and Storage (PFS) Department. The incumbent reports to the PFS Manager

Role and Responsibilities

Associate Senior Officer shall assist the Manager in performing the deliverables of the related cross-border interconnectivity projects. Under the supervision of the Manager, ASO will be responsible for the following duties: 

  • Provide the technical expertise in developing and modelling the technical work on crossborder interconnectivity projects. 

  • Support the development of the project proposal on cross-border interconnectivity projects.

Experience, Skills and Qualifications 

Education and Experience 

  • A Master’s degree in power system engineering, or another appropriate specialist discipline.         A Doctor’s degree is an advantage. 

  • A minimum of five years excellent research qualities on power system modelling as reflected in an established record of publications in leading international peer-reviewed journals and proceedings of renowned conferences. 

  • Research experience and technical skill on power system modelling (i.e., PLEXOS, etc.). 

  •  Experience in the development, coordination, implementation, monitoring, evaluation, score carding and reporting of projects, and demonstrated ability to develop and maintain sound working relationships with stakeholders. 

  • Demonstrated ability to plan and organize tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.

  • Ability to work accurately, pay attention to detail and meet deadlines, as well as organise work efficiently and deal simultaneously with a wide variety of tasks. 

  • Excellent interpersonal attribute including sensitivity, sound, and strong organisational and leadership capability, able to work effectively and efficiently in a multicultural environment. 

  • Promote open reporting culture, that is transparent, compliant, and having integrity. 

  • Excellent command of written and spoken English.
