The Gender and Inclusion Senior Adviser will be responsible for leading the integration of gender equality, disability and social inclusion (GEDSI) across all the Facility’s programs and activities, in line with international good practice. They will implement, operationalise and monitor the Facility’s recently developed GEDSI Strategy and Action Plan by engaging with donor counterparts, partner Ministries in Fiji and Tuvalu and Civil Society Organisations) and actively build the capacity of staff across the Facility’s programs. Moreover, they will support staff, partners and stakeholders to develop and implement gender and social inclusive frameworks, utilise gender analysis tools, and to analyse information to inform decision-making and planning.
Role and Responsibilities
Provide thought leadership for the Facility’s approach to GEDSI, including being a strong and committed advocate for integrating GEDSI throughout the Facility’s structures and processes and building momentum for change.
Build capacity within the Facility and key partners so that GEDSI principals are routinely applied and momentum is built.
Provide strategic in-depth advice and technical advice to Facility staff and partner organisations (including partner Ministries in Fiji and Tuvalu), in line with international good practice, across the Facility’s programs and activities.
Build networks and liaise closely with key stakeholders outside of the program including DFAT, the Pacific Women Shaping Pacific Development Program, UN Agencies, Fijian women’s rights and disabled person’s organisations, other donors and the Government of Fiji to ensure harmonisation is achieved and opportunities for collaboration are considered.
Work closely with each Facility program team and Facility management to ensure that GEDSI is strongly integrated into annual program workplans and all activity designs and assist with delivery of GEDSI related activities where appropriate.
Support staff, partners and stakeholders to develop and implement gender and social inclusive frameworks and utilise gender analysis tools, and to analyse information to inform decision-making and planning.
Develop practical tools and guidance to support Facility staff and partner organisations to mainstream GEDSI across activities.
Support the Facility to apply GEDSI lens to financial analysis and reporting, including application of gender budgeting processes. Also be ready to support Government initiatives in this area.
Review and revise the GEDSI Strategy and Action Plan on a six-monthly basis.
Participate in design, monitoring, evaluation and learning (MEL) processes to support GEDSI outcomes across the Facility’s programs, including:
Work in close collaboration with Facility and DFAT staff to develop and implement strategies that ensure achievements and lessons are shared appropriately and an evidence base is built;
Contribute to progress reporting and quality assurance across the Facility’s programs; and
Provide advice to the MEL Senior Adviser to ensure MEL processes are tailored to measure GEDSI objectives and monitoring data is disaggregated by sex, age, disability and other criteria.
Experience, Skills and Qualifications
A contemporary understanding of international best practice approaches to gender equality, disability and social inclusion, including social, political, and cultural gender norms and challenges.
Demonstrated experience in supporting senior management integrate gender and inclusion into their programs and operations.
Experience engaging local stakeholders, including CSOs, and other local and national government officials in gender and social inclusion initiatives.
Demonstrated understanding of global aid effectiveness principles, cross-cutting development issues and their application.
Experience designing and conducting gender and social inclusion analyses, as well as integrating and implementing findings into program designs and annual plans.
Experience building capacity of staff and stakeholders on gender and inclusion.
Sound knowledge and experience in costing and budgeting of various gender and inclusion activities.
Experience in designing and implementing MEL processes to support gender and inclusion outcomes.
Sound knowledge of the Australia Aid Program’s “Gender Equality and Women’s Empowerment Strategy” and the “Development for All Strategy for strengthening disability inclusive development” in Australia’s aid program and experience with programs funded by the Australian Government, and/or other international donors.
