The Senior Finance Officer is a senior finance and governance specialist. Under limited direction, the position is responsible for providing financial advice, information and support consistent with Defence interests.
Role and Responsibilities
Manage and oversee the financial activities of the International Engagement Branch including:
Manage and coordinate Defence budget allocations;
Review, analyse and report on Defence budget allocations, trends and expenditures to stakeholders;
Manage the budget phasing process;
Formulate and coordinate Defence budget bids;
Analyse and resolve financial issues; and
Oversee the payment of accounts, banking and related transactions, and reconcile financial statements.
Provide specialist financial and policy advice on complex financial issues to a range of stakeholders, and contribute to the resolution of emerging budget and finance issues.
Conduct compliance and performance audits of Defence financial activities in North America, identify risks to financial data and comprehensively report on audit outcomes.
Act as primary point-of-contact and provide specialist advice for Defence Embassy users on ROMAN. Liaise with the ROMAN Administrator in Australia as required to resolve issues.
Undertake financial research projects, prepare and analyse statistical information, and draft high-level financial reports and recommendations.
Monitor and assess routine procurement competency for Australian Defence Staff (Washington).
Develop and maintain effective working relationships with key internal and external stakeholders.
Represent the work area at a range of internal and external meetings as required.
Experience and Qualifications
Demonstrated experience in a finance environment with high level knowledge of accounting and auditing theories, procedures and practices, including financial management information systems.
Well-developed written and oral communication, liaison and negotiation skills, and the ability to establish and maintain productive working relationships.
Demonstrated people management skills.
Exceptional planning and organisational skills, and a proven record of managing a heavy workload and delivering results.
Analytical, problem solving and conceptual skills of a high order, and the ability to develop, interpret and apply policies and guidelines.
Good working knowledge of office software applications and experience using computerised information management systems.
Good knowledge of legislative, procedural and systems pertaining to financial management within the Australian Defence Organisation, or the ability to quickly acquire this knowledge.
Relevant tertiary qualification.
