The Senior Programme Officer’s primary responsibilities are to ensure that RWI porgrammes in Europe, are planned, implemented and followed up on so as to achieve expected results enhancing the overall impact, quality and strategic added value of the programmes. While the main focus will be on activities in Belarus, the Senior Programme officer is also expected to contribute to the overall development of the Europe programme including fundraising. The Senior Programme Officer will report to the Director of the Europe Office.
Role and Responsibilities
Undertake day-to-day programme management planning and implementing programme activities, including: developing terms of reference, materials and agreements; securing resource persons and other necessary inputs for activities; making necessary logistical arrangements (travel, accommodation, etc.); and coordinating completion of activity deliverables;
Develop and monitor programme budgets, ensuring that budgetary resources are efficiently utilised to achieve expected results;
Independently prepare narrative reports to analyse the results of activities/programmes carried out;
Indepedently develop programme work plans;
Develop working methodologies and tools for the improvement of programmes;
Regularly assess, monitor and report on programme developments and results of RWI’s work in the Europe region, i.e. Belarus, relating to activities/programmes carried out;
Stay informed of relevant geographic/thematic/political developments for the successful carrying out of duties and responsibilities of the position;
Assess new opportunities for RWI to pursue in Europe region for resource mobilisation purposes and develop programme proposals; Initiate and maintain regular contact with partners, relevant authorities, organisations, donors, etc.;
Provide support and guidance, as relevant, to other programme staff at the RWI Europe Office for the carrying out of their tasks and responsibilities; and
Periodic travel to programme activity sites to successfully implement the duties above
Experience, Skills and Qualifications
At least 7 years of documented experience and a proven, successful and progressive track record of independently handling all aspects of programme management in the areas of human rights and development cooperation;
Experience with programmes related to human rights and gender equality;
Strong knowledge of international human rights standards and mechanisms, including relevant university degree with preferably specialisation in human rights, gender studies or related field;
Considerable knowledge of means and methods of international development cooperation work;
Proven skills to work in teams and generate innovative, practical solutions to challenging situations;
Ability to plan, coordinate and organise work independently with in-depth understanding of its strategic direction; and
Fluency – orally and in writing –in English
In addition, it is expected that the Senior Programme Officer possesses the following:
Strong analytical skills
Effective communication and interpersonal skills
Supportive of a learning organisation with a strong ability to share knowledge and convey experiences
Ability to work under pressure and complete tasks within given timeframes
Working knowledge of Russian desired.
Experience from the Eastern Europe and South Caucasus region will be considered an asset.
