Role and Responsibilities
The incumbent will be part of the Business Analysis Unit and will serve as the contact point of liaison between the business and technology by:
understanding the business mission, operating environment, stakeholders, organisation, rules and regulations;
working to analyse business requirements and match them with potential IT solutions;
facilitating Business Processes Re-engineering (BPR) projects through the implementation of industry best practices;
providing expertise, and producing requirements for any new technology applications;
helping technical analysts and development teams to understand and implement requirements;
contributing to the development of a change management, training, and testing plan to facilitate the adoption of solutions and new processes.
Experience, Skills and Qualifications
The incumbent must:
possess a university degree, or equivalent qualification, in information systems, business administration, or a related field;
have a minimum of 3 years’ experience working on business analysis;
have experience working as member of a project team;
have experience in or good understanding of IT change management projects;
possess excellent communication and active listening skills;
have a strong knowledge of business modelling and functional analysis methods (processes and information modelling, use case design, application flow charts, data flows diagram, etc.);
have a thorough understanding of IT technology and the ability to conduct technology watch activities;
possess the following minimum levels of NATO’s official languages (English/French): “Advanced” in one, “Intermediate” in the other.
The following would be considered an advantage:
professional certification in Project and/or Programme Management;
knowledge of IT industry defined frameworks (e.g. BPMN, Prince2);
good knowledge of or experience in public procurement procedures;
experience in an international or multicultural environment;
experience within a national or international public administration;
an “Advanced” Level V in English language.
